The Background
Openreach was set up by BT Group, to provide access services to communications providers - allowing them to resell broadband and PSTN access to the BT network. Openreach turned to CVL to develop a strategic framework with which to develop its B2B portal offering. CVL was tasked with developing a vision for the portal and a strategic framework to achieve this. The brief included the estimation of high level systems costs and a phased plan with milestones to achieve detailed specifications of the propositions and new capability requirements.

The CVL Solution
CVL began by reviewing BT's existing strategy documents and conducted interviews to gain a complete stakeholder perspective. After this, CVL was able to generate Openreach's B2B portal strategic vision & strategic linkage model, which included draft propositions, capabilities and high level costs. CVL also prepared a phased plan of workstream activity to develop the detailed propositions and capabilities.
The Benefits
CVL's involvement was instrumental in achieving clarity and cross-business agreement as to the portal vision, goals and development strategy. CVL was able to devise a clear plan for developing detailed specifications including workstream definition, milestones, resources and timescales. Finally, its work across the entirety of Openreach achieved buy-in from disparate functions within the organisation to coordinate initiatives to support the portal development plans.
